Community Development

The role of the Community Development department is to assist the City Council and Commissions to create the future vision of the community and to carry out the Council’s policies through regulatory, financial and administrative procedures. The Community Development department is responsible for reviewing development activities on private land, facilitating economic development and redevelopment, affordable housing, and assistance with programming of Capital facilities. The department ensures that buildings are built and remodeled to meet Building Code life and safety requirements. The Department assists residents, property and business owners to bring construction and development ideas to fruition or to encourage alternatives if these are contrary to adopted policies, ordinances, or regulations. The Department enforces standards to protect the public welfare and to improve property values through the enforcement of nuisance abatement codes.

 



Current Projects:

Riverwalk Project- Residents of Rio Vista have expressed an on-going interest in the Riverwalk Project, a 236-acre development north and east of the intersection of Highway 12 and Church Road. The Riverwalk Project consists of single- and multi-family residential, commercial and open space development. An Environmental Impact Report (EIR) was prepared for the project and the City Council certified the Final EIR in January 2007. To provide additional information to the public, we are pleased to make available on the City Website the EIR's Executive Summary of this project.

Del Rio Hills Project. This project is now in its infancy and an environmental document is being prepared.

 



The Department is comprised of the following divisions:

Planning comprises current and advance planning activities as well as environmental analysis, Planning Commission, and zoning administration.

Building and Safety regulates and inspects private development and construction throughout the City.

Redevelopment facilitates economic development and housing goals through financing and coordinating infrastructure, property acquisition, and facilities. The Low/Mod Housing Fund is dedicated to providing housing assistance, new and rehabilitated housing units for low- and moderate-income households.


Planning:

Planning is responsible for current planning projects which encompasses reviewing all proposed development projects including new residential, commercial, and office developments along with completing environmental reviews of all planning projects. It oversees the administration of the City Zoning and Subdivision Ordinances. Planning does advance planning in the implementation to the General Plan and other specific plans and conducts special planning studies, including design guidelines and new ordinances. It provides customer assistance at the counter and coordinates with other City departments and local, regional, state, and federal agencies. It also provides staff support to the Planning Commission, special committees, and the City Council regarding all matters relating to land use and development.


Building and Safety:

Building and Safety is responsible for reviewing plans, issuing permits, and conducting field inspections of buildings to ensure compliance with local and state mandated regulations related to construction, maintenance, use, repair, and rehabilitation. It also enforces standards to safeguard life and limb, health, property, and public welfare by regulating the design, construction, and quality of materials, use and occupancy, and location and maintenance of all buildings and structures within the City. It enforces codes including the Uniform building Codes, the State Building Standards, the energy conservation codes, and disabled access and housing laws. Other responsibilities include assisting the Neighborhood Enhancement division in the enforcement of all codes for health and safety and educating the public and contractors on the process and codes.


Redevelopment:

Redevelopment is responsible for the planning, administration, and implementation of the City’s redevelopment and revitalization programs. The department identifies redevelopment opportunity sites throughout the City, markets those sites, and coordinates the Redevelopment Agency’s involvement in redevelopment projects.  These funds are directed toward programs that facilitate new development activities on blighted or underused lands such as the Waterfront, improve housing, businesses, neighborhoods, and provide low- and moderate-income housing. The funds may also be used for special community needs, such as business façade improvements, streetscape improvements, public facilities, and economic development.
