Request For Proposals for Collection Agency Services

The City of Rio Vista is requesting proposals from firms interested and qualified to provide collection agency services for all City departments.

The RFP outlines the requirements, selection process and the documentation necessary to submit a proposal for the project. The RFP, all addenda and answers to questions concerning the RFP will be posted below. It is the bidder’s responsibility to check this website often for updates.

REQUEST FOR PROPOSALS (RFP)


WATER AND SEWER CAPITAL IMPROVMENT PROJECTS (CIP)
Included in the new water and wastewater rates were cost to complete necessary capital improvement projects.  Some of these projects were mandated by the State while others are necessary to provide services to the public.
Below is a spreadsheet outlining the timelines and status of the projects.  This information is being provided to give you an update on the progress of the projects.

St. Francis and Virginia Water Line Project - Closing Date:   July 19, 2010

The City of Rio Vista is soliciting proposals from qualifed consutlants to perform necessary work for the installation of a 12” water main and appurtenances, fire hydrants, commercial water services, residential water services and new water meters, minor concrete work, installation of a 2” asphalt concrete overlay with pavement reinforcing fabric, pavement grinding and all related work as shown on the plans and specification for St. Francis and Virginia Drive waterline replacement project, 2010.

Sewer System Management Plan - Closing Date:     April 15, 2010

The City of Rio Vista is soliciting proposals from qualifed consutlants to perform consulting services to develop the City's Sewer System Management Plan in compliance with the statewide general waste discharge requirements for sanitary sewer systems (Water Quality Order No. 2006-003).  On May 2, 2006, the State Water Resources Control Board adopted Water Quality Order No. 2006-003 which estblished Statewide General Discharge Requirements (WDR) for all publicly owned or operated sanitary sewer system within the State of California.

Perform Pilot Testing for Arsenic Removal - Closing Date:   April 5, 2010

The City of Rio Vista is requesting Statements of Qualifications / Price Proposals for an engineering consultant to perfom pilot testing on three wells in the City's potable water system to determine the most efficient and cost effective method of contaminana removal.  The primary target contaminant shall be arsenic with a secondary emphasis on iron and manganese removal.  The three wells to be pilot tested (Wells 11, 13, and 14) have exhibited various levels of arsenic below or near the maximum contaminate level (MCL) in recent tests.  The average arsenic levels detected were 6ppb, 9ppb, and 10ppb respectively.

In January 2006, the U.S. Environmental Protection Agency Maximum Contaminant Level (MCL) for arsenic in drinking water was reduced from 50 to 10 micrograms per liter (ug/L). During routine testing it was discovered that many of the water wells utilized to provide domestic water to the residents of Rio Vista exceeded the allowed arsenic levels. One of the City’s wells, Well No. 10 is currently off-line and another (Well 15) has not been placed into service because of high arsenic levels.

Rio Vista Fire Department Vehicle Service/Maintenance - Closing Date:  April 12, 2010

The City of Rio Vista is accepting proposals from qualified consultants to perform fire department service and maintenance. The City of Rio Vista currently has 3 Type 1 Engines, 1 Type 2 Engine, 1 Type 3 Brush unit, 1 Water tender, 1 90 foot Platform, 1 Rescue unit, and 1 Utility Pickup, 1 unmarked Command Vehicle and 1 marked Command Vehicle.  The scope of services includes but is not limited to inspection of vehicles, annual servicing, ladder testing, emissions testing, and emergency repair services.
