In 2009, the City Council approved a committee called the "Citizens Committee for Monitoring Water and Wastewater Enterprise Funds", via Resolution 2009-104 to monitor the accounting of income and expenses for the Water and Wastewater Enterprise Funds. The two main objectives of the Committee is to provide transparency for collection and expenditure of all water and wastewater funds and second it to ensure minimum impact on staff time.
The duties of the Committee include monitoring progress of schedules and completion of projects, government mandates, analyzing data provided by the City's accounting system and reviewing reports of income and expense for each of the elements used to make up the water and wastewater rates. Special concern will be required schedule changes and tracking of emergency repairs. From time to time, the committee may conduct specific project audits. They shall remain vigilant to both additional revenue through grants or low-interest loans and to opportunities for cost savings.
The purpose of the committee is to inform, on a timely basis, the ratepayers of the use of the money generated for the water and wastewater funds. The Committee appointments shall run concurrent with the present five year rate plan.
The original members appointed to the committee by the City Council on November 19, 2009, are as follows: Bill Hewitt, Elwin Beck Jr., Joel Auslen, Howard Lamothe, Terry McMullen, Jeff Shewmaker and Thomas Jue.
