The Finance Department provides internal support to other City departments and external support to other government agencies by providing financial information to facilitate their decision making process. The Department administers City funds in accordance with generally accepted accounting principles. The Department is also responsible for overseeing the City’s Central Services, Administrative Support, and Contract Management functions. Functions of the Finance Department are:


Finance is responsible for budget preparation and development, financial reporting, auditing, investments, debt management, accounts payable, revenue collection, business licenses, and payroll.


Central Services provides internal support to all City departments by purchasing office supplies and providing other services that are common to all City departments.


Administrative Support provides general administrative and clerical assistance to City Manager’s Office and the City departments, including providing front counter receptionist coverage. Primary focus areas for Administrative Support are coordinating City staff meetings and the support staff group, and providing general administrative assistance on a variety of projects and Customer Service to the citizens of Rio Vista.


Contract Management provides direct support and management to all city contracts. This includes business license management, insurance requirements, performance, bonding, letters of credit, and notice of completion for services.


Information Technology – City Clerk oversees the City’s computer technology, web site, and telecommunications systems.

 

Finance:

As the custodian of the City funds, Finance provides daily and strategically sound financial management to ensure public trust in the City Council and City departments. In addition to processing all daily financial transactions in accordance with government accounting regulations, Finance performs reliable, detailed fiscal analysis for financial planning and forecasting with the Five Year Model. It also actively manages and oversees implementation of Council policies by maintaining control of the annual budget and implementation of accurate accounting and recording of City expenditures, revenues, and reserves.


Central Services:

Central Services was established to provide the most cost effective delivery of certain internal functions common to all departments. Central Services provides centralized receiving and purchasing of office supplies and coordinates printing and duplicating activities.


Administrative Support:

Administrative Support is responsible for several intergovernmental projects and provides support for special projects on an as-needed basis. Administrative Support also coordinates and supervises internal meetings, including the general staff and administrative staff meetings, and oversees the City’s support staff group.

 

Contract Management:

Contract Management provides direct support and management to all city contracts. This includes business license management, insurance requirements, performance, bonding, letters of credit, and notice of completion for services.

 

Information Technology:

As a local agency, the City actively utilizes various computer technologies and systems to provide, organize, and develop information to its customers on a daily basis, including an internal network, access to the Internet, and a web site. It its function as Information Technology, the City Clerk’s Office mission is to enhance Customer Service and operational efficiency through the use of technology. It is the responsibility of the City Clerk’s Office to identify how changing technology can be integrated into the current system in order to increase the efficiency of City operations. The City Clerk’s Office provides daily assistance to end users and departments with strategic use of technology to enhance business and daily operations. The City continuously seeks to improve its web page, in order to provide the most up-to-date information possible about the City, such as employment listings, storm warnings, and development planning forums. In the future, the City Clerk’s Office will develop a strategic plan to help guide the way in which information technology in the City and the web page will evolve and expand.
